Scottsdale Arizona Mayor Mary Manross continues to build her impressive list of endorsements. Today Mayor Manross announced that she has gained the support of two key corporate leaders of “Best in Class” companies, both headquartered in Scottsdale.

Mayor Mary Manross Files for Re-Election With Record Number of Signatures

Mayor Mary Manross filed 3291 nomination petition signatures with the Scottsdale City Clerk on June 4, 2008.  This is double the number of required signatures and the most ever for a Scottsdale Mayoral candidate.  Manross said:  “I want to thank each and every member of our large team of enthusiastic volunteers who made this possible.  We will build on this momentum and focus on bringing home another big victory in November.

The Mayor is running for her third term with an impressive record of revitalization, preservation, new job creation and quality of life improvements in Scottsdale.  She recently announced key endorsements from community leaders: Dr. Art DeCabooter, Jamie Drinkwater Buchanan, Ellen Andres-Schneider, Jim Bruner and Virginia Korte who represent a true cross section of Scottsdale residents, business leaders, educators, preservationists, and supporters of the arts.

In a written statement Manross said:

“It has been an honor to serve as your Mayor for 8 years, along with another 8 years on the Council.  The clouds of uncertainty which hung over our city when I took office have been lifted.  It really is a bright new day in Scottsdale!

Today there is an all-time record $3.3 billion dollars of new private and public investment in downtown and southern Scottsdale where much needed revitalization is in full swing.  Our budget is balanced and it is going to stay that way.  Scottsdale’s AAA bond rating was, once again, reaffirmed in spite of a national recession.  For 10 straight years I have voted to reduce our property tax rate which has dropped from $1.57 in 1998 to $.79 today.  Scottsdale’s rate is less than half of neighboring Phoenix.

We have increased the number of Police Officers by 33% since I took office in 2000 and we are better off for it.  Violent crime in Scottsdale is at a 23 year low!  The 101 is also safer due to the leadership demonstrated by implementing photo enforcement on the freeway.

SkySong, the ASU/Scottsdale Center for Innovation, is effectively putting Southern Scottsdale on the global map and bringing $750 million of new investment along the McDowell Corridor.  The Waterfront and South Bridge are bringing new vitality to downtown.  Throughout our community, we have created over 20,000 new high quality jobs.

Our commitment to completing the McDowell Sonoran Preserve has never been stronger and we will soon be constructing the all important Preserve Gateway.  I have been a strong advocate for open space and as a councilwoman, voted to put the “Save our McDowells” initiative on the ballot.  In 1996 I officially proposed expanding the Preserve to include our beautiful Sonoran Desert, preserving 1/3 of our city as natural open space!  It is also critically important to our tourism industry, which along with the arts, really defines Scottsdale and demands that we maintain a high level of services.

I will continue to champion the Arts, revitalization, tourism, attraction of high quality, high wage jobs to position us in the global economy, continued investment in vital infrastructure, and completion of our Preserve to ensure that Scottsdale remains a city we all are proud to call home.

New Scottsdale Economic Study reports a record $3.3 billion reinvestment in Downtown and southern Scottsdale by azhttp

Reinvestment in southern Scottsdale and Downtown has reached a record $3.3 billion bringing new vitality and revitalization to these critical areas. Scottsdale’s future has never been brighter.

It wasn’t always this way.   When I took office in 2000 our downtown and southern Scottsdale were beginning to show signs of decline.  As your newly elected Mayor, I was joined by Council members and community leaders and together we committed to taking the necessary steps to spark a much needed revitalization.  We streamlined the permit process, waived some development fees, added new parking structures, straightened Scottsdale Rd., created a building facade program, enhanced the trolley service, improved the alleys, approved beautification along the canal banks and McDowell Rd., improved the development process, built a pedestrian bridge across the canal, and removed the redevelopment district classification which eliminated the threat of condemnation. 

We also took the bold and visionary step of approving the Waterfront retail and residential development, the South Bridge development at the Waterfront , and the ASU/Scottsdale Center for Innovation, SkySong.  They have become symbols of revitalization and job creation and have served as a catalysts for additional investments.  The Renaissance taking place today, and continuing in spite of a national recession, is the result of the postitive changes we initiated and the faith the business community has in Scottsdale’s leadership.

I am including information from the, just released, City of Scottsdale semi annual assessment of economic activity which details the activity and the positive impact it is having on our community.

The total new reinvestment in Scottsdale south of Chaparral Rd. that has occurred or has been announced in the past five years in now approaching $3.3 billion.  Six months ago, this figure was $3.1 billion, in 2006 it was $2.6 billion, and in 2004 it was $1.5 billion.

In addition to the $3.3 billion in current projects, there are a number of other proposed projects, such as the Waterview and the Entertainment District projects, which are not yet listed since they do not yet have entitlements.  These projects, if approved, would add at least another $500 million to this figure.

*  Projects are still occurring in all real estate sectors – residential, office, retail, hotel and cultural/institutional uses.  However, a number of smaller residential projects that were in the planning stages just six months ago are now on hold while the market adjusts, and larger residential projects are considering the addition of other types of uses to make their own projects more feasible.

*  This area has seen almost 4,000 new residential units either built, in process, or planned since January 2003.  Condo conversions have not been included in this figure.

*  According to a recent ASU study the 2007 median resale home price for southern Scottsdale was $308,500.  This reflects a 50% increase from the 2000 median resale home price of $205,000.

*  Southern Scottsdale is seeing a significant amount of reinvestment in the existing housing stock.  In the last five years, there have been 666 permits issued (valued at over $21 million) for major remodeling or additions, and an additional 6,504 permits issued (valued over $92 million) for minor home improvements.  This is a significant increase from only a year ago, when the sum of both was just over $75 million.

*  The demographics of the area are changing as well, including growth in population and median income levels.  An estimated 68,463 people call southern Scottsdale home, representing an increase of 7.2% since 2000 and accounting for over 1/4 of the total Scottsdale population.  Median household income has increased 20.1% in that same time frame, from $41,839 to $50,247.  This area also has a younger population with a median age of 38.2 compared to a median age of 40.2 for Scottsdale as a whole.

*  We are also seeing improvements in other quality of life categories, such as a lower crime rate, and a rise in educational test scores.  Over the last year, police District One has seen a reduction in property crime of 28% and violent crime has decreased 1.6%.  Since January 2003 public schools have invested almost $85 million in major school improvements.  Already considered one of the top school districts in the state, SUSD has more “excelling” schools (based on state standards) than any other district in the state.

Overall, we see these trends as positive indicators of the result of the City’s commitment to the revitalization of this area.  While downtown Scottsdale has seen the majority of this investment (60% of the total) the balance of southern Scottsdale is now attracting a significant amount of interest from developers and appears to be where many of the new projects in the coming years will focus. 



Scottsdale a major milestone to ensure long-term sustainability of water resources by azhttp

Water is the lifeblood of a community and always a top concern of mine. I would like to share Scottsdale’s recent achievement which demonstrates our steadfast commitment to long-term sustainability of our water resources.

A major milestone has been achieved by Scottsdale. This past year we recharged as much water into the groundwater aquifers as was pumped out from wells. This balance is called “safe yield” and it ensures the long-term sustainability of the city’s groundwater resources. Several factors contributed to this achievement, including strategic planning and the construction of the Water Campus. Scottsdale recently received the prestigious Crescordia Award for our Aquifer Sustainability Program during Valley Forward’s annual Environmental Awards banquet.

“In 1980 Arizona passed the Groundwater Management Act that set the achievement of “safe yield,” a balance between groundwater withdrawal and artificial/natural recharge, as a goal for Phoenix-area water providers. To achieve “safe yield” Scottsdale had to overcome several challenges – primarily its historic 100 percent dependency on groundwater to supply its drinking water, and secondly, the city’s wells are located on the upper-end of the aquifer, making the community more vulnerable to water-level decline.

Scottsdale implemented an innovative set of water resource management strategies, which culminated in the city’s Aquifer Sustainability Program. Its surface water acquisition program was funded by the first impact fees in the state, developed by Scottsdale, dedicated exclusively toward water supply acquisition. The city now receives approximately 75 percent of its drinking water from two surface water supplies, the Colorado River through the Central Arizona Project, and the Salt and Verde rivers through SRP.

The city then maximized its reclaimed water supply through its Scottsdale Water Campus, which delivers reclaimed water directly to 23.5 golf courses in north Scottsdale for turf irrigation. To better manage groundwater conditions, the city initiated a complex groundwater modeling effort, and helped to establish a strong water conservation ethic as one of the founding partners of the Valleywide “Water – Use It Wisely” campaign.” Scottsdale achieved “safe yield” in 2006, a milestone that will help sustain groundwater resources.”

Even though safe yield has been achieved, residents are still asked to conserve water and to take advantage of the tips and tools available to them from the city’s Water Conservation Office. To learn more about how you can conserve water, please call the office at 480 312-5650.

Scottsdale is a leader in the Valley and the nation in conservation and in using artificial groundwater recharge to enhance the sustainability of the city’s water supply. This is an important part of Scottsdale’s overall water supply management strategy. Maintaining the city’s safe yield balance is the city’s next goal.
